White tie is usually worn at the most formal or diplomatic events. In the George W Bush White House it was worn at maybe two dinners. Often it is worn with decorations. I actually have tails (from Brooks Brothers circa 1992) but rarely wear them. Mostly by choice as I just don't accept as many invitations to white tie events as I could.
The pic shows posed models. At most European estates black tie would be more commonplace. The only possible exception would be a dinner for a head of state or royalty (not nobility) and even then black tie would be the norm. Evening weddings might bring out white tie - but only in cooler months. It's not a Summer thing.
My point in all this is that fashion layouts rarely reflect reality very accurately.
Trad in Italy said, "The pic shows posed models." Not exactly and it is not a 'fashion layout'. They are characters from the PBS series 'Downton Abbey' which, in the first two seasons, takes place in England between 1912 and 1918.
